Infrastructure, politics, and AI are colliding-but what is the true bottleneck: money, technology, or culture? In this episode, Phil reconnects with longtime friend and infrastructure strategist Scott Richrath to unpack the future of transportation, water, and energy, exploring why listening may be the most powerful tool in policy and business.
Why This Episode Matters
Every business, project, and relationship encounters obstacles. This episode reminds us that success isn’t about avoiding challenges-it’s about identifying the real bottlenecks, seeking new perspectives, and taking action to overcome them. By combining curiosity, collaboration, technology, and strong relationships, we can solve bigger problems and create opportunities that move both our organizations and our communities forward.
In this Episode, We Discuss:
- Relationship capital and reconnecting after decades
- Public vs. private roles in infrastructure and PPPs
- Water scarcity, Western compacts, and future Great Lakes pipelines
- Energy demand, data centers, and micro-nuclear possibilities
- AI as a decision-support tool and the power of listening over talking
Conversation Takeaways
- Understanding both public and private sector perspectives creates a major advantage when navigating infrastructure, because you can see policy, pain points, and incentives on all sides.
- Public–private partnerships only “work” when all parties define success clearly up front and align on objectives, timelines, and trade-offs.
- Water is emerging as a more critical constraint than transportation or even energy in the American West, and long-distance transfers or large-scale desalination will eventually be driven by economics.
- Cultural habits and psychology, like Americans’ insistence on personal schedules and cars, can be bigger barriers to high-speed rail and transit adoption than technology itself.
- AI is most powerful not as a replacement for human judgment, but as a fast research assistant that can validate, challenge, or refine your critical thinking and ideas.
“I used to think to be a good communicator, you had to be a good speech maker, and now it’s become more and more evident to me… the more important half of that equation is the listening side.” – Scott Richrath
Scott Richrath is the co-founder of Sturnella Group, a two-person firm he and his wife started in early 2026 to provide financial and strategic consulting services to owners and builders of civil infrastructure across the United States.
Over the past 25 years, Scott has held a variety of roles in public and private engineering organizations. Most recently, he directed AtkinsRéalis’ national program management business, overseeing billion-dollar capital programs in transportation, water, and other industries. Previously, he worked for the State of Colorado in roles ranging from Water Conservation District program manager for the Division of Water Resources to Chief Financial Officer for the Department of Transportation. These experiences shaped his approach to stewardship of public resources, informed policymaking, and collaboration with teams invested in the communities they serve.
Scott’s light bulb moments have come from the clients, coworkers, mentors, and teaming partners he has collaborated with throughout his career. From coaching high school basketball in Wisconsin to leading major infrastructure programs, Scott has long believed that a mediocre plan with strong support has a better chance of success than the best plan with little support. Infrastructure, Water, and the Real Bottlenecks Shaping Our Future with Scott Richrath
The Light Bulb Moment of This Episode
Every challenge has a bottleneck. The key to growth-whether in business, infrastructure, or life-is identifying what’s holding you back and finding the right people, perspectives, and tools to move forward.
Light Bulb Moments & Reflections from the Episode
1. Don’t be afraid to ask.
Opportunities often begin with simply trying. You’ll never know what’s possible if you don’t take the first step.
2. Public-private partnerships create powerful solutions.
Many of society’s biggest challenges are solved when government and private industry work together toward a common goal.
3. Change creates opportunity.
As industries, policies, and leadership evolve, new opportunities emerge for those who remain adaptable and prepared.
4. Listening is one of your greatest competitive advantages.
The more you listen, the more you learn. Understanding different perspectives leads to better decisions and stronger relationships.
5. Find the bottleneck before solving the problem.
The biggest obstacle is often the one limiting everything else. Identify it first, and many other challenges become easier to solve.
6. Use AI as a thought partner.
AI can help you think through problems, generate ideas, and uncover solutions you may not have considered on your own.
7. Look beyond the obvious obstacle.
Sometimes the true bottleneck isn’t technical or financial-it may be organizational, cultural, or simply a matter of perspective.
8. Culture influences progress.
The beliefs, attitudes, and behaviors within an organization or community often determine how quickly meaningful change can happen.
9. Invite diverse perspectives into every conversation.
Understanding where others are coming from often reveals solutions that would otherwise remain hidden.
10. Relationships grow stronger when you reconnect.
Don’t wait for a reason to reach out. Reconnecting with people can create new opportunities, fresh ideas, and renewed energy.
11. Stay curious about the world around you.
Industries like infrastructure and water affect far more than we often realize. Learning about them helps us better understand the interconnected world we live in.
12. Progress starts with action.
Whether you’re solving a business challenge or strengthening a relationship, meaningful progress begins when you decide to take the first step.
